You just remove the card and it is uninstalled. Plug in the new and it is installed. Now the driver get loaded when you can see something. How to uninstall old graphic card without being able to log in to windows?
if it is asking to boot from the correct media device it is not trying to boot from the Hard Drive (HD). Take the CD out of the drive, remove any other USB devices (except mouse and keyboard if applicable) and reboot. If it is still giving you the error that it can't find the right boot device you may have dislodged the HD cable or just forgot to reconnect it ;-( when putting in the new VGA card.

Check the HD cable, make sure the CD tray is empty, no USB pendrive or external HD are connected and if it still asks then it suggests your HD has possible failed or Windows is corrupt.

You don't list your version of Windows which would have been helpful.

Have you tried booting into safe mode? This often bypasses issues with the graphics card drivers, if still no boot try Boot into VGA mode (available in XP) in Vista and W7 boot into the Start up repair options and select the Start up repair option it will fix boot issues with the VGA. Reboot if still no joy use the command prompt option in Vista and W7 (in XP press R to run recovery Console, press 1 to access your HD, enter your password or press Enter if no password to access your user profile), type chkdsk /r and press enter, this checks the HD for errors if it cant find a drive then it has failed or is simply not connected. As a last resort use system restore which is not the best option as it will try and run using the old VGA card which may produce a BSOD.

plenty of options to try - good luck

If all else fails take it to a technician and you will have to pay to get it fixed.
